Development Partner for High Accuracy Indoor Positioning System for Construction Sites
RFP Description

NineSigma, representing a major construction company, seeks a development partner for an indoor positioning system with high accuracy at a millimeter level for construction sites where GPS signals cannot be detected.

Key Success Criteria

Prerequisites: Example of an indoor construction site where the positioning system is used

  • Area dimensions: 50 m × 50 m × 34 m in height
  • Obstacles, such as rebar and panels are present (see the image below).
  • GPS signals cannot be detected.

Requirements of the system to be ultimately developed

  • Should be able to conduct high accuracy indoor positioning at any location on the construction site as described above
    • Positioning accuracy: Up to ± 1 mm (XYZ direction)
    • Positioning time: Up to 100 millisecond or so
  • Should be a highly robust positioning technology
    • Positioning can be conducted at the back of rebar, panels, or any other obstacles.
    • Positioning should not be affected by metal materials, such as rebar and panels.
  • It is preferable that the system enables 3D mapping based on positioning data.

However, since the above requirements are difficult to achieve, proposals for a technology that has not met all the requirements are also welcome as long as a prototype can be produced after 1 year or so of development as the first step.

Possible Approaches

Possible approaches include, but are not limited to, the following or their combination. Proposals for a technology that will likely meet the requirements are also widely welcome.

  • Approach using the reflection time of ultrasonic waves
  • Optical approach using a laser, camera, etc.
  • Positioning using electromagnetic signals, such as UWB and RFID
  • Wireless sensor network
  • Approach to self-positioning estimation, such as SLAM, etc.
Approaches not of Interest

The following approaches are not of interest:

  • Conventional optical measurement technology which takes too much time in principle to achieve the requirements
  • Technology that affects workers in the environment
Items to be Submitted


In recent years, demand for the introduction of an ever more efficient technology to construction sites is increasing owing to a labor shortage. Against this background, the client is exploring robotic process automation of transportation, installation, and welding at a construction site as a potential solution.

To realize such automation technology, it is essential to first develop a system that can carry out positioning at a millimeter level at an indoor site with obstacles.

Therefore, the client has issued this open request globally to further accelerate R&D of the system by incorporating potential technologies and knowledge from outside the existing network, including technologies developed in different industries.


Proposal shall have clear points and should not include confidential information. Supplemental files may be submitted in addition to the proposal.


The client will evaluate all responses with the following criteria.

  • Overall scientific and technical merit
  • Approach to proof of concept or performance
  • Economic potential of concept
  • Realism of the proposed plan (action items, timeline, roles, deliverables, cost estimation)
  • Potential for proprietary position
  • Respondents’ capability and related experiences

After reviewing submitted proposals, the client possibly ask clarifying questions before selecting the most suitable candidates for collaboration. The client will select best candidates through evaluations. During the selection process, the client may execute NDA with selected respondents, seek further information disclosure, and discuss specific development targets or potential opportunities.
The client will execute necessary agreements with the selected respondents and move to the advanced development phase. Specifics of any collaboration will be determined through consultation with the concerned parties.
